Plenary @ CISCON 2025: AI governance education for inclusive societies
At CISCON 2025 of Caraga State University, I was honored to give an invited plenary talk on our joint work in the AE4AI Network initiated during the ASEFEdu InnoLab sessions in 2025 on AI governance in higher education.
Drawing on our AE4AI course design, we proposed that universities act as laboratories for governance-by-design, embedding law, policy, ethics, and technical practice directly into teaching.
Key elements discussed:
- Five operational failure modes in AI systems (representation, specification, generalization, interaction, governance)
- Universities as neutral governance labs, with safe-to-fail sandboxes
- A curriculum architecture combining technical foundations, law, ethics, and experiential projects
The aim: move beyond “ethics add-ons” and build courses where students practice operational AI governance.
